Mr. Ben Rattray is a citizen of the United States and the founder of Change.org (which is a site similar to this web site of www.PetitionOnlineAustralia.com) which always has its head office located within the United States. Mr. Rattray is the current leader and manager of Change.org. However, Mr. Rattray has recently moved to establish a petition web site for all Australians under what can be said to be illogical circumstances. It is illogical because Mr. Rattray's website in America can operate out of the U.S.A. to reach all Australians living within Australia just as good and efficient as any Australian web site he may have established. There is no benefit for either Mr. Rattray or his Australian users to have such an Australian site. The Australian site will even replace his own Change.org site currently registered, located and serviced in the U.S.A., thus making the capacity of his U.S. site to become redundant. This does not make any business sense at all and Mr. Rattray's decision to establish such an Australian site is inexplicable indeed under normal circumstances. What comes to people's mind to explain this strange phenomenon of the production of an unnecessary Australian site by Mr. Rattray is that the Australian Government has required him to establish a presence within Australia so that the Australian Government can better regulate and control the business affairs of Change.org through its registration with the Australian Government or its agents. Such an arrangement would enable the Australian Government to impose censorship on the activity of Change.org and this Australian censorship is contrary to the idealistic mission statement and values of Change.org as well as detrimental to the Australian users of Change.org in petitions against Australian injustice. It is therefore better for Change.org not to have any business dealings with the Australian Government (through the Australian web site of Change.org) so that Change.org can better maintain its independence and impartiality in dealing with Australian users of Change.org.
I therefore petition Mr. Ben Rattray not to establish any Australian site for Change.org and also to immediately stop any work-in-progress for his Australian beta site. The establishment of such a Change.org web site for petitioners located in Australia will cause serious conflict of interests to arise (sooner or later) between Mr. Rattray and the users of Change.org when the Australian Government orders Mr. Rattray to censor certain petitions. Such censorship will harm the reputation of Mr. Ben Rattray and the interest of the users of Change.org who are located within Australia. As a result, this Australian site will do no good to Australian petitioners other than empowering the Australian Government to censor Australian petitioners who use Change.org. Another issue is that, when the internet traffic of all Australians using Change.org is routed through the Australian site, it will also enable the Australian Government to surreptitiously identify anonymous Australian petitioners and petition supporters more easily without the need to use legal means (e.g. a subpoena; if Change.org does not have an Australian site, the Australian Government would need to subpoena information from Change.org by an application to the Australian courts) and justify the Government's need for any identification. This surreptitious identification by the Australian Government will therefore discourage many Australians who want to remain anonymous from using Change.org for fear of retaliation by the Government. This also does not make any business sense at all for Change.org when it is also against the stated mission of Change.org to empower petitioners and their supporters through their use of Change.org.
